Unidentified ship WW1

I have a British naval cover with RECEIVED FROM H.M.SHIPS / NO CHARGE TO BE RAISED handstamp (Gould RB2 at Inverness) and clearly signed by the censor (though no censor mark)

Censored by WBB Dental Surgeon RNVR in his own hand.

Can anyone place this chap on a ship at this time?

Thanks Nick - you have unlocked him for me and I have tracked him down to HMS Gibraltar

He first enlisted in 3.17 as a Surgeon Probationer then promoted in 7.17 to Surgeon Lt.

He served in HMS Gibraltar an old Edgar Class Cruiser launched in 1892. When he was on board HMS Gibraltar was attached to the Northern Patrol where she acted as a Base Sip in Shetland.

Your help much appreciated.
